Low FPS and low resources usage

Hello,
probably this will be one of a lot of other similar threads but I noticed that when I focus toward crowded areas the CPU and GPU are not used at their max and the FPS lower by a lot.




Instead if I focus toward the sky the GPU and CPU will strangely work more.




Do you think this depends on the game? Am I the only one experiencing this?

driver version 340.52
