Facilities Access: Production = 5 minutes of free Ingenuity?

While doing the Ixali beast tribe quests, I noticed that one of the Ingenuity style buffs they give you, Facility Access: Production, does not have a penalty associated with it unlike the others. My question is this: Can this be used effectively for 1, 2 and 3 star crafts?

I tested one of the buffs on a 1star material, and it had no effect on my progress. It was the buff with the severe CP drop and lower synth to your level, not sure what the name was.

Does Ingenuity normally help with 1 stars?

And was it the one with 50% CP or -100 CP? Facilities Access: Detailing (-100 CP) seems to be from the NPC in Fallgourd Float, Facilities Access: Finishing (50% CP) is from the NPC by the stables, and Facilities Access: Production (No Penalty) seems to be from the NPC by Gerolt.

Ingenuity helps even on 2 stars as that's how I finish my Spicy Tomato Relish.

Ingenuity helps on anything above your level, and 1-stars are pseudo 55.

All 3 buffs seem to say the same thing about lowering the recipe to your level, I think the one I had on was the half CP one.

They changed ingenuity so it now helps with everything, although it usually isn't necessary if crafting below your level.

From what I remember, no, because your CP is dropped during the quest, so there is no way you can be doing high level crafting.

It still does nothing for synths other than Ixali.
