Not true, Attack + Accuracy are currently the MOST effective stats for melee DD. STR does indeed play a role, but only in large numbers. DEX is broken in that it does not affect accuracy, but very slightly affects critical hit rating.
Edit: You are right about things being adjusted though, so this information will change eventually. I assume with the abolition of physical levels in 1.19, but I imagine it will still need tweaks after.
