If memory serves, Shantotto was significantly more popular with the JP audience than she was with the US audience, which is why she was included in ToAU. And with each appearance she gets more popular until she gets to where she is now.

They're about the same potency wise - both of them also have serious character flaws, Shantotto's weaknesses is her natural arrogance and sociopathic tendencies, while Ajido's weakness is his natural inquisitiveness and thirst for knowledge, which ultimately led him astray (and the majority of the Windurst storyline in FFXI).
Unfortunately due to how FFXI's mission system was set up, he ended up dragging the player into his illegal activities as well, ultimately resulting in his arrest and incarceration and the forcing of the player into a pseudo-gladiatorial event against the Yagudo as punishment. But everything worked out in the end.![]()

Generally speaking, the heads of the ministeries are all relatively equal in power. Still amonst the strongest mages in the world, but all generally the same. From someone who could summon the actual prime avatar Fenrir and not the fragment we put forth, to those best versed at healing or in shantotto's case the strongest black mage.
There's the point already though. Ajido-Marujido is very powerful and one of the strongest mages out there. But the fact that he didnt get to lead the Orastery at first, when both he and Shantotto were around at the same time, means that the stronger pick between the two has to have been Shantotto. It wasnt untill she stepped down that he got to take her place. So while strong, i guess he's sort of in second place. By how much is hard to say, but he's weaker.
