She's a twerp with a Napoleon complex, but afaik she doesn't really do evil things



Shantotto is a Chaotic Neutral with some Chaotic Good moments. She acts purely for her own amusement and measures right and wrong with her own meter, often shocking those around her.
I remember i was laughing when Shantotto flared Gessho while you were talking to him, and turn out it was a shadow clone.
She doesn't appear to be intentionally either evil or good, just completely self-serving. She appears to have few loyalties, but has a soft spot for Windurst as her home, so her motives are often for what she perceives as "good for Windurst."
Otherwise, she's one of the most powerful beings to have ever existed on Vana'diel, and therefore she treats herself as a living goddess and free to do whatever she likes, so that's what she does. She once tried to conquer Vana'diel and cast a curse to make every living being look like herself, but was thwarted, and during her event here she attempted to conquer Eorzea on a whim, but we adventurers meant it would "take too much effort" so she gave up and went home.
As best I can tell she's primarily lazy and arrogant, but extremely carefree and whimsical with the enormous power needed to carry out her whims as they come.
Officially from SE she's a good character at heart: she was on the side of Cosmos during Dissidia Final Fantasy, and while she maintained her personality of just doing her own thing and being antisocial to the other champions, she was one of Cosmos's fiercest defenders and never even once contemplated working with Chaos. (unlike several other supposedly Light heroes)





This basically. She was a minor NPC in Windurst who had a tiny part in one Windurst story mission (where she helped bust Ajido-Maurijido out of jail along with the other ministers), and had a series of optional sidequests that were nothing more than fluff.
Until Treasures of Aht Urhgan she had little connection to the storyline. Then all of a sudden she inexplicably became popular amongst the player community, resulting in SE giving her a starring role in that expansion, as well as retconning her past during the Crystal War in Wings of the Goddess, and giving her her own mini-expansion A Shantotto Ascension. And it should go without saying that she appeared in both Dissidia games as FFXI's representative, albeit as a 'secret' character without any real story connection.
Personally I think there were far better and more interesting npcs in FFXI that could have been used in ARR's crossover event than that stupid taru BLM, like Cornelia or Zeid, but that damn taru stole the limelight! Ah well....
