Gamepad: Make latest pressed/held shoulder button or trigger override previously held

I think pressing down on the right stick button while the left or right trigger is being held down would lock the hot bar's in it's present state, similar as it would in toggle (or mixed) mode. A simple tap and release of one of the trigger buttons would restore the cross hot bar to normal.

I don't think anyone uses toggle and definitely not mixed (clearly neither was actually play tested for functionality). My proposal provides a more effective way to use the hot bar actions without requiring the triggers buttons to be held for long periods of time.
