    As I see it a progressive approach could ease situation.

    1st withdrawal : 1 minute lock out => whatever you are doing if you failed to accept just 1 more minute will not kill you
    2nd withdrawal in the 10 minutes window after 1st : 5 mns lockout => finish what you are doing
    3rd withdrawal in a 10 minutes window after 2nd : the full penalty 30mn => you can't be serious focus on what you are doing.
