IIRC once you initiate a vote abandon, regardless of the outcome, you can't initiate another for a certain amount of time (even if you leave the instance and try to vote abandon another instance) so it wasn't just a single person using vote abandon, also you don't need just three people voting yes in ST, I believe it still needs a majority (12 people) to vote yes.

Unless something changed, vote abandon was by party in CT 1. If your party voted to abandon, they'd all get kicked out, but the rest of the alliance would still be there.
