I've gotten two of them. But getting the last one has been a pain in the rump for me. Going on 100+ catches of HQ Storm Rider and several catches either are Dune Mantas, Caravan Eels, or; the majority, catch gets away even with 383 Gathering which is the highest you can get pre Halcyon Rod Supra.
It really scared me too when it broke my line at 372 Gathering, but I kept at it and fished non-stop during a freak 24 hour Heat Wave and actually managed to get exactly 3.
...But it was 2 NQ and 1 HQ. I have been trolled.
Don't give up. :/ I only have 355 gathering and I caught like 7 or so. ><; but man, 50+, that blows. ;;
I noticed that while catching Olgois, it's easier when u got gathering stat between 350-360. Never over 360. Also u can forget the perception food and buffs.
U need HQ Storm Rider for mooch, but the HQ rate for it is max 15% (I think, since it's 15% max for botanist and miner too) and u have already capped it since it's only around lvl 40 fish.
Rumors say that perception makes the fishes bigger, and harder to catch. So no need to buff ur perception, just in case. + u don't need the Olgoi-Khorkhois HQ
Also, for some fishes, too much gathering might be bad thing. I have Halcyon Rod Supra, and I don't use foodbuffs, unless the fish I'm hunting, requires high gathering rate. And for now, I have still been able to catch Olgois just fine.
So, just make sure ur gathering is around 350+Ofc they might still escape, but u should be able to catch some =) Good luck!
Oh so now I need 30 different sets of gear so i can get all the varying gathering numbers and recraft another fish set with no perception... or maybe i should fish with no shoes on... oh and i can take of my foragers hat too cause well you know, once you hit endgame fishing, you take off all your gear to advance farther.

Total speculation, sure, but I gotta say that too much gathering may indeed be a hindrance in some instances. I had no problemo catching my first twenty HQ Sovereigns (was catching about six per day), but can't catch 'em to save my life (one per day now with the same time investment) now that I have the Forager's Rod. Seems easy enough to make a similar assumption/speculation regarding other Big Fish.

U can have all the gear on, and meld it to cap if u like, just try to avoid food buffs and fc buffs what give perception.Atleast I have fished up everything with all gear on. The perception rate u get by gear should be fine (ofc it can help if u take ur hat away or something, haven't tried), just try to avoid it otherwise.
I think it's strictly RNG. I'm 3/7 on Olgoi at 371 gathering.
