Problem with dye seeds!!

Oh this isn't good...
Dye seeds aren't tradeable? I have only certain people gardening in my FC since there are 16 garden plots for over 100 people. A free for all isn't ideal. How am I supposed to grow dye for my FC mates this way?

eta: My solution for now is to make a temporary Dye Gardener rank. First come first serve; 1 seed per person. Even this solution doesn't feel so good. (and I have only 1 bed for crossing to get the onion and other things the FC needs. )
