The female JUDGE D is not different for male and females if its the FEMALE JUDGE.

....that makes no sense whatsoever. The Female Judge D is NOT judging male competitors. The Male Judge D is NOT judging female competitors. Ergo they cannot be the same person. In this case, "Female" or "Male" is referring to the competition they're judging, not the gender of the judge in question.

I think they are talking about the votes for Overlord Rikkustrife and Rhaya Relenah who are both female contestants.
