Unable To Add Friends Offline - Why Isn't This Fixed Yet

So we STILL can't add our friends unless they're online at the same time as us. Like, at that moment. How hard can it be to just allow us to add them and give them the pop-up confirm/decline message once they're back online? :/

this is on purpose and is how they want it.
