To be really honest, I am very surprised that Yoshi is blind to its cousin game called FFXI. Considering he poaches a few monster designs from FFXI, he should at least steal a few more ideas. The FFXI Notorious Monster of yesteryear is definitely a clusterfck of mess that Yoshi had mentioned he do not want to replicate here. But FFXI did change that with "Voidwatch", which almost work exactly how you describe. It is open world NM, you make an alliance, you sign up for the task, you get key item to let you participate (which pretty much can be replenished for a price if you want to spam it).
Then your alliance go to an exact spot on the area of the NM you want to kill. Your leader pops the NM, the whole alliance (and only them) has to kill it, it was quite a challenge, and each person gets their own reward. They can get rid the "proc" mode of FFXI (you have to damage the NM by specific abilities to "stun" and froze them to prevent it doing crazy damage) - though it may not be a bad idea since people will have to pay attention lol.
What is also great is, Voidwatch is tiered progression, meaning you have to kill the lesser NMs, to progress to the next level, and it gets harder and harder. Obviously as your level gear goes up, it gets easier as well. This way it force the whole server to play nice, get together, make an alliance, go to specific spot, kill the NMs, then go kill the next tier, etc... No one is competing with anyone. People actually have to work together and assign roles (other than, where's next, don't kill and reset!!) and communicate with each other. They can make it in order to pop rank S mob, you have to kill specific rank A's mob and clear the progression, and reset this every week. Rank S can only pop once per week, once you get yours, its over but you can kill rank A as many as you want (assuming you buy enough key items to participate).
The casuals can still go for their B rank solo friendly mobs. The hardcore can do "alliance exclusive" rank A and S, and never have to deal with "don't pull please, wait, omw, reset" stupidity and toxic attitude from other groups.
