Shiva will be the final primal that drops a pony, so I've read in some live letter somewhere. I suspect you will need that mount to get the special gift. Don't get your hopes up too high. The reward will likely be a a title like, "Mounter of All Ponies" or "Imfamous Pony Mounter of Eorzea". Maybe it will be a hat that changes skins to every pony, if you are lucky.

Ideally, I'd love to see a chariot mount that uses all the primal ponies; that would be epic.

Hmm, then off hand I'm not sure. I would be sure to check in with Urianger and the other Disciples of the Seventh Dawn - since they sent us on the Primal quests. I always kind of thought that the treat the minions and mounts like Pokémon, and that they wanted everyone to try and 'catch em all' - Also, they said maybe there would be a reward for collecting them all. For all we know it was a trick I hope not. I hope you can get something for grinding out all those Ex Primals. I especially like the Chariot idea.
