As Tsuwu said, the hunts are already easy enough and still so, so far away from the way SE seems to have intended for people to perform it. Adding this timer system would only make all of the problems people vocalize regarding the hunt even worse.

But that Hunter-Scholar idea, though... that could work. Just never ever let them say anything that explicitly suggests "the window is open right now, come in force!" Just say that it was driven off a long time ago. It would really only benefit S Rank hunters, as the others die a little too quickly to warrant going through this much effort to talk to someone to check what the scholar says. Thus, the balance wouldn't be destroyed too much
