Citizen of Tonberry here and I think you'll find Tonberry to be the perfect server for you. It's about 50% english speaking players and 50% japanese players. Majority of the english players are from Australia and South East Asia while there are a small number of us from NA and EU. Also there are a number of large english FCs (300+ active members) such as Mirai (the fc I'm an officer in), Reven etc. If you're looking for a hard core FC that's focused on progression, then the number one progression FC on the server is LVN.
The only thing I have to warn you about is the fact that DF is mostly Japanese players. As we've been grouped into a Japanese Data center, you'll find yourself usually in DFs with Japanese players. PFs during prime time usually average about 20-30+ so it's quite an active server. Your biggest problem i think will be transferring in. You're gonna have to wait till server off peak hours to actually transfer in.

Tonberry is awesome. There are a lot of Australian FCs, we are actually mixed with lots of people from SE Asia. We are still the minority, and there are a lot more JP than ENG speaking FCs.
Tonberry or Behemoth were the unofficial servers of choice for Oceanics at 2.0 launch. There are a large number of Australian/NZ/SEA FCs on both.
EDIT: personally I prefer Behemoth as it's NA and we pick up a lot of late shift US/CAN players as well.

I started on Brynhildr on the Primal Data Centre (the same data centre as Behemoth). Endgame became impossible to complete at the end of the day because of massive latency issues. I also tried rolling an alt and checking out uA on Behemoth with the same issue. I moved to Tonberry in April and haven't looked back.
You need to be ready for the fact that the Japanese do play the dungeons differently. Some Japanese groups will speed run. A lot won't. Running Coil and SCOB, some free companies run static groups. My FC is looking to put groups together that run t5 (for some of the newer players), t6 and some that run through a weekly clear of t6-t8 and practice t9 together. A lot of people look for practice parties in party finder and after getting some decent practice, they change to clear parties without being in an organised static.
