iLvL 80 level sync PvP Stat Caps

The way that they sync your gear in pvp I have found isn't proportional and I just wanted to see if anyone can confirm my findings. How the level sync works is that if the current equipment's secondary stats exceed the below stat caps it will simply bring it down the the ilvl 80 cap. If it is below the stat caps the stat will remain the same regardless of ilvl differences. Below is what I believe to be the stat caps for secondary stats.

(everything else = Crit/SpellSpeed/SkillSpeed/Piety/Accuracy)

Weapon - 18 Det / 33 everything else
Hat/Hands/Feet - 13 Det / 19 everything else
Body/Legs - 21 Det / 30 everything else
Belt/Accessories - 10 Det / 14 everything else

Why does it matter? Seems that only a few people care enough to twink their gear for frontlines.
All are correct except for weapon determination, 18 is low roll 23? is high roll

I can't seem to get above 18 determination with my weapon even when it has 20 determination, anyone with a thyrus can confirm if it is 23 determination inside frontlines?

i'm just assuming since hellish claws i90 26 det tundercrack fists i100 29 det i80 = 23det?
