There are several threads out there (not just on this forum, but elsewhere) where these newer cards and newer drivers are having some stability problems. It's a common theme with SE's stuff because of how they are so far behind the curve on their DirectX implementations--the new stuff doesn't get enough regression testing against the outdated methods (in this case DX9 game on a card built from the ground up for DX11). So, both nvidia and AMD have to go back after RTM to tweak the drivers for the emulation crap that Winblows is doing to run the game.

Some have reduced the impact by toggling LOD streaming options. Cascading shadows and physics settings for other players/NPC's may help a bit as well.

It appears to be an issue with flushing texture data from the buffer, or otherwise related to those resources. Seems to be more of a driver-to-API issue that AMD needs to address at this point. Hard to say for sure until AMD gets a good crack at it.

As always, make sure your cooling and power supply are up to snuff as well. Sometimes the simplest things get overlooked when building a system or as it ages.
