[DEV ?????]Throw and refill actions

this actions are very hard to move around , making it very tedious to set up my actions after changing classes. please make a way to move them around, or if there is and im no aware can some one help me. i started with refill been action #2..and throw been on my second bar, i change classes, some abilities are not carried fron class to class ended up with trhow been #3 and refill #9.

I agree with your post, but here's the work around:

Assign an action to your bar where you would like Refill or Throw to go.
Assign the same action to the current Refill or Throw spot.
The actions will swap.
