You are only required to carry liability insurance. If 'some idiot' rams into you and he doesn't have insurance, you get screwed financially, but he gets to deal with the cops.

I'd say security systems are actually rather rare. Home-owner's insurance is the only safeguard most people have, and, regardless of what precautions you choose to take, (unless there are regions where this differs) someone that comes on to your property and takes your stuff is still criminally liable.

So, not the best examples since the examples of 'prevention' given don't preclude punishment of the offender.
