Being prepared is always a good strategy for anything. Blaming victims for not being prepared enough is disgusting. The focus should be on stopping perpetrators, not blaming victims.

I don't believe this is an argument that I will win with you. You've shown in your other posts that you are eager to blame the victim in this case.
