Syrcus Tower Drops

I am unable to roll on Loot in Syrcus Tower. If I Pass on a piece of loot, the message stating that only one piece of loot can be picked up per week shows and stays for the rest of the week. This is the third consecutive week this has happened after Passing on the first piece of gear available. Just to be clear, I have not picked up any loot in Syrcus tower in the last 3 weeks.

Correct, after rolling Pass on the first piece of loot in ST, it reacts like I won that piece.
