Who says you could do it whenever you want? It would be fairly easy to have the hunt board offer say, 3-5 elite hunts at a time with new ones cycled in every hr all random picked with the rarity of the hunt being proportionate to the timed spawn you have now. Ex 3-5 hunt marks per hr, say 3 are B rank 2 are A rank and you might see an S rank show up every 4-8 hrs on the board. You pick up the mark, it then allows you to hunt that nm. You follow the mark to the zone for your nm and go hunting, possibly having to meet a condition (not unlike what we have now) to make your hunt spawn. It still keeps an element of randomness and rarity to the open world interaction, and keeps the theme of hunting while also making fights less zerg oriented. I also don't care about people "crying" as you put it, I just think the system could be done better and that under the current method its just zerg fights which do little to spice up the open world imo (and we already have fates doing this).
