Dll error

I have been facing a problem with a dll error whenever I try to start the launcher. It says AXWIN Frame Window: ffxivlauncher.exe - Bad Image

C:\WINDOWS\SYSTEM32\d3d10warp.dll is either not designed to run on windows or it contains an error. I have already done the /sfc command prompt sweep and it pointed out the bad dll file but said it was unable to fix it. I even went through the process of downloading the dll file and replacing it but the error persists. I've tried free registry cleaners and went back to a restore point. I do not have a restore point before updating to Windows 8.1 though... I do not have a repair disk either so I can't run system restore. I've reinstalled/uninstalled the launcher but the same error comes up every time.

I have had the launcher working on this same pc with the same specs in the past, but I do not know at which point the launcher quit working.
