Bad rubber banding lag anyone?

I'm starting to think US ISPs are throttling X|V - seems like when I run dungeons and people are complaining about lag I'm always running fine :/
Happens a lot, most recently Aurum Vale on Sunday night (2100 UK time), again i was fine but a DSP lagged out :/

US ISP's have big problems in general. FFXIV is not something they care about, so if the more "important" parts work, they don't give a shit.
