Why should one person have the divine right to get gear over somebody else.

If they want gear for a particular job, they can switch to that class and roll need.

Both players put in the same effort in the dungeon, so both players can roll whatever the hell they want.
Just because one person has leveled another job higher, does not mean they automatically "deserve" a piece of gear more than someone else.
