Holy element isn't even an element in this game. Holy is unaspected. So trying to equate an unaspected spell with a stat that doesn't work in this game in the manner you describe is beyond silly. In Cleric Stance its 220 potency which is almost as strong as Flare. Holy is by no means a weak spell.
