is there a list of vendors that someone has that shows me where an npc might sell rings necks wrists and earings? i found some in the main cities but they only go to 29 i think or so. is there anything higher other than the market board or getting them crafted?

You can find an item on the Lodestone database, and it will tell you the merchants that sell it (if any). Personally, I find xivdb easier to use.
