Or that damage dealer that does nothing but auto-attack? What if I've got a tank-bot or heal-bot? They don't perform effectively, but according to your logic I should have to be stuck with them. Yeah, no thanks. While abuses of the vote kick system can, does, and will happen, I would rather have it for the greater good.

I had an issue like this myself just earlier. The GM said something a little different to me though:
"We have received your report regarding the possible abuse of the vote to dismiss feature. We understand that you join the duty finder to enjoy content, and we apologize for any frustration you've experienced by being removed suddenly. Although this feature is in place for a party to collectively decide whom they wish to play with, we acknowledge that there is still a possibility of this tool being used as a Grief Tactic."
The rest was standard fare about the information submitted in the report and how they will investigate with what information is provided and submitting a comment to the forums for feedback.
I would be absolutely sure to add player names, chat log time-zones or times, and where you are geographically and at what date it occurred. If it's very flagrant abuses of the system like what I experienced,(Tank didn't like what I said about STR and VIT gear differences and when you should be using them on a WAR, proceeded to curse and swear and vote kick me, to spite them for it, I joined back into session repeatedly and they repeated to unjustly kick me for bogus reasons that are clearly not going to be listed in the options list.)
You probably won't know what the results for it are, but providing information for it right after it occurs is the best way to actually help enforce it so that people can't kick because they just don't like someone. Those cases the other person should be dealt with by Blacklist, or just ignore and not stoke the flames any further. This community is almost as toxic and unfriendly as the Dark Souls or WoW communities, if not worse sometimes IMO, but some people just simply can't be reasoned with like there's a language barrier even if they share your language. Just file reports, Blacklist/Ignore, and do other things.
Since you joined extremely late to the conversation, we do know something for a fact: You can be kicked for reasons outside the ones listed in the vote kick window - and they have said this several times now.
It all boils down to "this feature is in place for a party to collectively decide whom they wish to play with" - if they don't want to party with you, why are you trying to force yourself in? Why not just find another group of people to play with?

Well that's kinda silly. How can one police a vote kick system if the rules on vote kicking aren't cut and dry? The rules should state "If you are kicked for a reason that does not fit with the option selected for why you were kicked, then that is a violation of our vote kick abuse policy and will be investigated."
I have only ever had to vote kick players for one of the first three options ever. Plenty of folks who have gone AFK in Labyrinth or ST, plenty of folks who go offline for more than 2-3 minutes, and at least one instance of being referred to by an array of derogatory slurs. Never really saw cheating anywhere in my travels, but I know it does exist.
If you are not being kicked due to being AFK, for going Offline, for harassment of another player, or for cheating, there is no reason that you should be kicked and the reason why you were actually kicked should be investigated. I mean, it sounds to me as though either the GM was either being lazy or they have a more stringent set of criteria for judging what is and is not an infringement of the vote kick system that we, the players, have not been told.

From people flatout being kicked in ST because they mentioned the drops they wanted to have at the start of the run, and someone else who was there with friends wanted the same piece, up to someone messing up, blaming person X who had nothing to do with it, and the majority vote just going through.
Heck, unrelated, but had someone be a dick and interrupt my teleport with /trade for a good 5 minutes while i was trying to go somewhere, and even after reporting them they were still happily strolling along the entire day, week, month and nothign ever got done about it.

*Every* time I file a report this way, a GM personally contacts me in game (even if its like 4-6 hours later)
I *have* reported people for abusing the 'kick' feature this way, GM's have directly told me (apologizing for it happening) via a /tell conversation with them saying they are opening an investigation with each incident I've reported and thanking me for reporting them. Abusing vote kick, according to the GM's I have personally talked to in game, is reportable because it affects *your* game experience.
