Visually oboobviously Tifa. Like her black hair and clothes that have make her very iconic (not just the boobs), and has a personality more likeable than the other brunettes in FF (Lulu is close but it was more stereotypical and ... *spoilers* she marries Waka... ffs... Waka!!!*/spoilers*)

Then again, FFVII is not my fav FF game, make Celes closed by and only lost cuz I like black hair more than blond in characters, other than that Celes is better char in all aspects.
