This is the crux of the issue. Some consider it common courtesy to pass to lower levels if you're a high level in roulette, and there certainly are lower levels who expect that as well. Personally I don't take lower level loot if I'm on a high level job in roulette, but it's certainly not against the rules to. As was stated above, ultimately if they want the gear then they need to come on the job that can need on it. Do the work to earn the gear, etc.

Swearing at you and then vote dismissing you when it doesn't fit within any of the dismissal reasons, however, *is* against the rules and you should take not only this screenshot but their names and servers and include them your existing harassment report. As Eekiki says the GMs typically seem more appreciative if you can give them a lot to go on.

None of the above make any mention of taking advantage of the need button when a piece of gear drops, regardless of whether or not some consider it bad manners.
