I actually heard of an old fc mate doing this.
He wasn't doing something right in the party I don't remember what but he was the tank. (I think a dps targeted the wrong mob ONCE he stopped tanking all together) The party vote kicked him out, he then just requed in progress and got in that party again so they were stuck with him acting like a child. I think if you were vote kicked for something like harassment you shouldn't be able to rejoin.
