I've gotten my Lancer to lvl. 16, been made Gridania's envoy and got the airship pass, visited the other two cities to confer with their leaders, and I've even been to Vesper bay to learn how to dye my gear. So now what do I do?

did you do any dungeons yet? Maybe you are at the point where you need to do sastasha (or however it's called exactly). If so, use the duty finder to find other people to do the dungeon.

Are you looking for the next main quest, or do you have it but you don't know where to go?

Since you mentioned that you have reached Vesper Bay, I assume you have just finished the Gridanian Envoy quest. The next one should be the quest to unlock your first dungeon which is Sastasha. If you are not sure which was your latest main story quest done, you can open your Journal (J) and select the Completed tab, select Main Scenario and look for the one with the highest level.

Also before you head into Sastasha, be sure you have at least geared up a little.
