Does the game world itself feel dead to anyone else?

A lot of times I enjoy wondering around MMO worlds because I love seeing NPCs go about their stuff and seeing the various things they do, but everywhere I go it feels... dead. Like look at the Goblet for example, There's just some guards and some random dancers, but there's not NPCs really roaming around, enjoying themselves, doing things, or so on.

Uldah feels the most alive to me because there's NPCs everywhere thanks to the lore talking about how people live on the streets or how merchants would be everywhere, but even then..

If you take a look at a game like GW2, you go into Divinity's reach, and the Background sounds themselves have some idle chat you can't understand and things like a kid chuckling and being excited, but you also have NPCs that talk with one another, so you'll walk by areas and hear different talks from different people about dragons, the town itself, or even someone saying how they'd kill to have more of their Grandma's food, really, try her.

I wish there was a bit more NPC interaction. In Limnsa near the Cooking guild, a Roe female walks up from another area and comes and sits down and talks to another Roe
I think...but he doesn't even pay attention to her, he just sits there like he has been doing lmfao.

Can't wait to see their 14-hours live letter to see if they will bring out the best that they have, cause quite frankly, for patch 2.3, if they don't fix some big mistakes (or even admitting it, which they didn't so far), I foresee his plan of making this game reborn to be.. less populated.

I wonder if greed took over, or some other marketing department, or he let loose the Devs a bit too much..

Let's wait and see, as usual.

OP - agreed that the lively NPCs we have in other games.. they said depending on your level or content done, some NPCs will say something different..
