Can not Promote to second flame Lieutenant

This is becoming frustrating because I can not join "Let the Hunt begin" without promoting. I have max out all discipline of magic and war. I have beaten the main story quest and all current content, I am currently doing rank 4 hunting logs and i still can not be promote.

When I talked to the Flame Personnel Officer he tells me "To qualify for the next promotion, you must complete rank 2 in the Grand Company objectives of your hunting log. Our records show that the second feat eludes you still. Let us speak again when you have achieved the requisite rank." I then talked to swift the Flame Commander and said " Once again, allow me to express my thanks sergeant Aloisa. Were it for your efforts, the violence might have continued unabated for some time."....AHHHHH!

I then went into my journal, selected complete and then went to Grand Company quest. These are the following quest that i have done.
1. A Pup No Longer (Immortal flames)
2. Shadows Uncast (immortal Flames)
3. Gliding the Bilious ( Immortal Flames)
4. Like Civilized Men and Women (Immortal Flames)

Once agian done all the quest and still cant get promoted! board now because I have no more classes to level up and want to try the hunts!

You're doing the wrong Hunting Log - as the npc says you have to complete the second rank for the actual Grand Company Hunting Log and not the regular class Hunting Logs (selectable on the Hunting Logs window by simply clicking on the logo of your GC listed under the class icons, in your case, the Ul'dah logo).

Unlike the class Hunting Logs, the GC Hunting Log only has three ranks, with the second rank requiring you to defeat enemies that are only found in the Sunken Temple of Qarn, so you will have to queue for that dungeon to complete it (the third rank likewise requires enemies in Wanderer's Palace). GC Hunting Logs also only give you GC seals for completion of objectives instead of exp and gil.
