Upcoming Lightning Event - do you need to be level 45 for the equipment?

I found the page from last year's event, and it sort of confused me. From what I understand, the equipment is all level 15 equipment, but each quest requires a higher level? Does that mean you have to be level 45 to get all pieces and weapons, or is there another way to get them even when you're lower leveled? I'd like to get the guardian corp outfit for my female alt, but she's pretty low level and I know I won't be getting her to 45 by then. As for my main, it is only level 25... Waiting for a friend to get the full version of the game before I keep going (he's currently capped at 20).

It's all level 13 equipment. 'Cause 13. But anyway. You can get all the weapons, the haircut, and the gloves at level 13. For each piece of armor after that (pants, boots, body), you need to meet the level requirement for its respective quest. So yes, to get everything, you'll need to be at least level 45 by the time the event is done.

And, if I miss it... It's another year wait right? I saw the event starts in the coming weeks, but in the original event page it said the event would be returning on the anniversary of Lightning Returns' western release. Have they changed that, or will Lightning "Return" twice? Now, and then next year?

Originally, the event was only going to happen those two times (once for the Japan release of Lightning Returns, once for the US release). This third iteration was only announced recently, and AFAIK, they haven't said anything about it coming back after that. It's not officially an annual thing, but they're apparently ready and willing to repeat it, so maybe?

You are level 25 now. You should have no trouble meeting the level requirement for the final item if you play regularly.

There is a high likelihood this event will not be brought back. I believe they are only repeating it for the large number of ps4 players who started after the event ended.
