if you use a more expedient method that is against the Terms of Service then yes, it's technically cheating.
Would you like to have every player basically holding a gun to your head and if you don't preform perfectly they may the the one group that goes out of their way to make you life a living hell in game?
The Terms of Service, which we all signed when we started playing the game firmly state the use of 3rd Party Tools is against the rules and is a bannable offense. Once they change this for add ons, the Terms will change and I will most likely have to re-consider things and see how it goes at that time. But for now it's not permitted regardless of your stance or mine.

Again, not commenting on whether 3rd party programs that parse game data are good or bad. But according to SE, in their most clear language yet, yes they are TOS violations, cheats, and are considered ban-worthy (as in, bans have already been hammered and more can be expected). Catching those who use dps-meters, radar programs, and other 3rd party programs that parse game data may not always be easy, but continuing to argue that SE does not consider them bannable TOS violations is not really an option.

We would also like to remind players that third-party tools that modify or parse game data violate the User Agreement, and that players who are found to be using these tools will be met with strict disciplinary action.
Like it was said before, that text was most likely referring to our current issues with the hunt and the radar app, their stance with parsers never changed and the rule against data-mining has always been there.
Just keep it to yourself and your 2nd coil static, unless you're a tryhard that keep parsers up even for dungeons or trials.
Gotta ask, whats wrong with judging others? its up to the playerbase by our own choice to help those struggling or not, not forced upon against good players will.I don't like the idea of parsers. I don't like the idea of ANY third party tools. Because they can and will be abused. People will say they won't, or say it's 'limited' or 'extreme' cases. But at the end of the day that's exactly what it boils down to be. Parsers are a judgement tool, nothing more. If you use the judgement to improve yourself, then you don't need the tool because you can eyeball it (pen & paper / excel etc etc) without having to rely on something else to do the work for you.
Not to mention the fact of "Oh, well I have this parser installed, I might as well use mod X or Y as well to make things easier." which just results further and further into cheating mindset because "oh it's not effecting others."
I will firmly hate 3rd Party Tools.
I find your attitude on the matter pretty bad and bad for the community, trying to force your own ideals onto others, your type of players are the bane of this community.
Your term for helping isnt in the slightest by definition of help, this is a act of good will of their OWN CHOICE, not forced against their will, also that excuse is such a bad one, name a mmo where thats actually occured, mmos have died cos its made badly not due to people unable to down content. Thats just grasping for straws at this point, players have the choice to get on with content and not help, theres nothing wrong with this, but to put them through guilt trips due to you own lack of power is just disgusting, this is actual bad attitude.
