Do I get 30-Days Added for buying the PS4 version and attaching it to PC?

Yup, at least I did when I bought the PS3 version. PS+ had it for $10 ... cheaper than sub, so why not? lol

OP means that if they bought the PS4 version and activated it on the same service account they play the game on PC, would they get another 30 days of game time. The answer is yes
