So, I just encountered this in ST, and it's very frustrating.
People enter ST and decide they don't feel like helping. Well, that would be fine... votekick them once you realize it, right? But... you can't votekick someone while loot is still in the loot list. So, as an example... We enter ST, and the person who feels like leeching helps with the first boss. We pop the chest, he does not roll. The loot does not drop right away. This is pretty typical, as a lot of people wait to roll/pass until after the next boss is engaged (especially since they changed it so you won't automatically be forced to take an item you didn't pass on). We don't think anything of it.
Once we realize the person is a leecher (second fight), it's too late. The boss is pulled and a full alliance isn't going to wipe a fight just because of one person outside of the arena. Once the boss is dead, you cannot kick someone, even if you all try to do it before the chest is opened. So, you're forced to pop the chest... an item drops, and rinse/repeat. He doesn't pass the loot, people pull the next boss, and you're stuck with him. Unless the entire alliance is willing to wait two full minutes for that piece of gear to autodrop, you are stuck with a leecher in your party.
This is a clear manipulation of the 'vote kick' functionality, as it was designed to prevent groups from kicking someone out who may want a piece of gear in the loot list. However, it also means people can grief you by NOT passing, thus preventing you from kicking someone who is being malicious. I realize if your alliance is nice enough, they WILL wait, and you WILL be able to kick the person out once the timer expires, but not every group is patient or understanding. I am hoping something can be done about the overall functionality of this, as I would hate to lose a piece of gear to someone who refuses to help with any fight. It is my guess/assumption that they want a shot at the tomestone/oil.
Besides, how lazy do you have to be to just sit in an ST run and not help kill the bosses? They pretend to be afk, and remain in a previous area of ST so they're not actively part of the fight. BUT, they don't get kicked out after inactivity, so they're not ACTUALLY AFK. I had one person pretend to be afk the entire ST run, until we wondered if we could kick them prior to popping the chest. Then he said to try to kick him...
