Haha, yes - we saw him quite often when the Event came around the first time. Expect him to be spawned a few more times now.
Although .. on Louisoix our Hunters spawn him very often even without the event so he's not rare for us.

Update on Salt and Light. To spawn him I get 50 items split them into singles and discard each of them. On 6 separate occasions he has spawn on exactly the 50th item I discarded. I feel safe to say that the requirement is 50 total discards to spawn him. (Note I've found that discarding 50 items at once counts as 1 discard).

Its really hard to track who is discarding what in the zone I have popped him a bunch of times with as little as 4 and as many as 1000+

You were able to confirm the moment it popped? or you threw away 50 then flew around?

Also you can throw them out while in the air you don't need to be on the ground.

Confirmed popped in front of me on the 50th discard 6 times.
