It's new moon at the moment, not full moon. Mindy just spawned an hour ago. So it should be the third day of new moon right now.

One more thing to add, not sure that it makes a difference though.. I caught the HQ Fan clam by mooching with a Ruby Shrimp.

The area you claim to have caught the fan clam in doesn't have any Ruby Shrimp, only the clams.

I've also caught every fish there in HQ, and none of them were moochable.

I have Mooch II, but likewise, nothing there was moochable.

In any case, I think I'm going to try mooching with Ruby Shrimp instead of using clams this coming night. They seem like they'd fit the description of "husks of shellfish" better, since that implies they're dead, and simply fishing out clams isn't going to kill them immediately.

Spammed Cordial and Patient on Island of Zekki, where got 100% Shrimp catch rate there, mooched like 20 of them, no luck.
