Yes, you can see every S Rank all over the zone if there is no object in the way and your Pc/Ps4 can handle it because of how many people are in the zone atm. So it's the same for SB S Ranks.

Is it the "Ala Mhigan Salt Crystal"? My miner is not that high yet so I can't check ... but then again I can't see a hint about that other than the name.

Yes the Ala Mhigan Salt Crystal, it is located in the Lochs, I will try to mine some in the same instance see if it does spawn. Spawns 12am/12pm slot 1 underwater.

For some reason, the hunter trackers in the Peaks and Fringes offer no hint on how to spawn the S rank there.

Not sure if that's intentional or not.

They are not implemented yet because of being high populated.

I've heard the Fringes is the same case.

That's because the S Ranks there have not been "activated" yet.
It was the same with Heavensward. Kaiser Behemoth and Bird of Paradise were "implemented" at a later date after the official launch as soon as instances were gone because the two areas were too crowded and a S Rank Spawn would've crashed the servers.

A lot of people have camped Yanxia for the Fox Fate to but even with all these activity, Gamma still haven't spawned. Do we have another report for it aside of the one from Odin?

The Magitek Predator mount might just be hard to get.

I think I can safely confirm that the Manacutter is not the right mount for spawning it at this point (Assuming mounts are even involved at all).

Report about Gamma? Ragnarok had all available SB S Ranks already - that I know. And Gamma spawned on Cerberus yesterday. We also had all three Salt and Light. No reports from anyone about how they spawned though, but we tried asking with /sh.
