I don't think it's ever been brought up, actually, but Chirada and Suparna are both other names for Garuda in mythology, so I've always gone with the temporary clone idea.

A more satisfying, and more "flavourful", interpretation would be to think of Suparna and Chirada as lesser aspects of Garuda.
That's a plot device that's frequently used in modern re-telling of ancient myths, ie, a god that appears in a form that best matches what his followers expect to "see".
You could therefore perhaps imagine Suparna and Chirada as manifestations of the parts of Garuda's personality that remain relatively dormant, as they weren't what the Ixali "summoned" from the aether.
Lets not also forget that she's not exactly the only Primal capable of splitting themself into multiple copies (*cough* Ifrit *cough cough*), so I agree with Moose - they were just temporary clones created by Garuda's will, seeing that meddlesome adventurer and their ilk was proving far more stubbornly difficult to subdue than she first thought. So she goes full on zerg-rush. Of course, that just ends up badly for her.
So yeah, I believe they're just budded copies of her essence that are not actually separate beings in the true sense (hence why they fall pretty quickly). They're meant to be a distraction to help give Garuda the edge.
It's also worth noting that when summoners fight Garuda-egi in one of their quests, Chirada-egi and Suparna-egi appears halfway through the fight. Concidering that the you likely haven't even seen or heard about Chirada and Suparna at this point, it would seem likely that they are a part of Garuda.

Y'mithra was indeed surprised by the fact that there suddenly were two more egis on the battlefield. If I remember correctly; she asks if you are sure you only sommoned one.

EDIT: Bah, it seems I didn't manage to get Y'mhitra's comments screencaped during 'Austerities of Wind' sadly (probably because I was simply trying to stay alive to bother with screencaping much). I could try looking through the logs in the client files, but that will be very time consuming.
