To a certain extent it could. 256MB ram clearly isn't enough and would barely run Windows. When a program can't use enough real memory it'll rely more on the page file located on your hard disk drive. Now the big issue with this isn't space but access time and for a program it's slow to sue the HDD. An SSD on the other hand isn't good for mass storage, although much better now, but is excellent for miniscule access times. The shorter it takes for the page file operation the quicker the program will work. It wont allow you super performance but an SSD can help a little with low RAM systems. You could argue that buying more RAM would be cheaper than an SSD I guess.
