Worlds:

They're considering this, but most EU players don't have an issue.
And I really do mean that, there are people playing in Australia without issue. (Most of the time it's the route it's taking from You > Server > You that's bad, it's sadly not SE's fault.
3- Many more hair style options
Hair-styles/Rigging/Adjustments per race are complex and for a 3 month or less development cycle that's not a lot of time considering the numerous combinations of race/genders they have to work with. The current system is fine.
4- Extended color pallet for skin tones? Red Sea wolf, blue hells guard?
It's already vastly extended, 1.0 only had a few choices. Hells guard can't have the same skin-tone as sea-wolves as it makes no sense lore-wise.
5- Cross clan faces, all options unlocked for everyone
I noticed this on Roegadyn, not sure why they did that.
6- More facial features

7- Considerably LARGER options for tattoos... can I get a tattoo on my leg or back?
They could actually change this, however for things such as the "South Sea Talisman" the graphics have been finalized and they're unlikely to revise them.
9- A way to pin gear to a slot so it always takes that slot when equip or not. (Sorting pains)
Over complicating the gear-system means more data, (This also counts for a double glamour system such as "Daystar" robe using a different vanity depending if you're on WHM/SCH, would require double the data)
10- Make sets of gear from dungeons storable in the INN chest. Rework the bad window lay out
Yet again, more data which is a huge problem for so many players, the more data means the more space they require elsewhere (server hardware wise)
11- Increase drop rates of all mounts and minions... (A little blue bird told me this one)
They're fine as is, making minions/mounts drop like candy takes away their appeal. Especially the rare ones.
12- More beast quest allowances...
This was intentionally added so people wouldn't do them all in a matter of days. These were added as "Something to do gradually" as the development team told us, and have no plans to change it.
13- TAKE low level TRIALS OUT OF LOW LEVEL roulette ... Low level trials don’t count for DR in challenge log
The trials are fine in there, it's great for players who're doing their story.
14- All DR should be open for partial or full parties.
This would cause issues depending on the content, 4 man dungeons aren't designed for 8 man forays.
15- enemies with hate on someone can’t be locked out of boss rooms.
This would be an extremely unpopular opinion, if they wanted to fix this they would already have done so.
18- Take mythology crafting items out of HM dungeons or add a chest for them... finishing a run and getting a bottle of filtered water is disheartening.
This is already planned to be adjusted.
19- Put allagan coins back in dungeons... chests are worthless now with out them
The problem with this was RMT's used position hacking to open all the chests then sell the items, then re-enter the dungeon.
20- Reinstate Philosophy and removed DL gear from dungeons. Put that it back in the shops. Add philosophy to level 45-50 quests, daily things, or Ventures.
I agree to putting DL back in a shop somewhere, or even just a more frequent dungeon drop.
As for bringing back Philosophy, nope.
21- More mythology, and remove the cap on soldiery its time. We all know 2.4 is bringing in new gear and new weapons that will make everything we have now worthless
We already get a ton of mythology, the caps are there for a reason.
22- More allied seals from hunts... the minimal amount they give now makes hunts a waste of time for casual players
You already get a ton of allied seals from hunts
B = 5
A = 20
S = 50.
A few B/A's in an hour already gets you a fair number, as for the daily bills, those are useless currently, yes.
24- Hunting log: GREAT, Sightseeing log: CRAP, Challenge log: MEH.
That's your opinion.
25- Hugging, slapping, kicking, screaming, taunts, more poses because we are all posers (lol)

This makes no sense, please consider revising.
27- Glamors are a pain to obtain, make the first 3 tiers shop sold
These are extremley easy to obtain.
Make 2x [Item] + Obtain 1x Grade [X] Glamour Prism = Grade [X] Glamour Prism
It's already stupidly simple.
28- The whole Glamor system is a pain considers revising what record glamor data to a glamor sphere and allow a whole new way to approach looking good.
The glamour system is currently balanced carefully for character data and simplicity whilst involving crafters, the system doesn't need much adjustment as it currently functions perfectly fine.
29- Open world content brings out the worst in players and brings out the worst players. Ruin hunts and get rid of them. This game would be better off without them
This is inevitable, there's nothing you can do to stop this really. The damage has been done.
30- Sands of time and oil of time should have never been made accessible through this content... supply VS demand is destroying social interaction... every zone is now a flame war because someone pulled early or some FC killed it and didn’t say anything... Currently people stopped doing dungeons for myth and soldiery because farming hunts gives vastly better amount. In an hour a player can have capped myth and nearly capped soldiery
I agree, but in a way it's enabling people to do coil, and giving people something to do (as currently there isn't much else in 2.3). As 2.0 had Myth vs. Allagan gear, this is pretty much bringing us back on par ready for 2.4. As for people not doing dungeons it's quite simple, people have lost the incentive to do dungeons now, so they'll have to find a new balance or interest for people to do dungeons in 2.4.
