you don't NEED to be at iLv 110.
iLv 110 are the highest level items the game has to offer right now.
it's normal that you only have one way to obtain them.
what's the point of being the highest gear in game, if you can obtain them in multiple ways?
you want to see a shiny little "ilv 110" on your character profile, just for giggles?
then do the most "difficult" endgame content.
you are unlucky and have never seen it drop?
you'll survive.
No different than scoring 100 on a test instead of 99. Both are passing grades but 100 is more special.
Actually most people realize that both are important. Gear is the potential, skill is what helps fulfill said potential.

I for one think you should not be able to get pretend i110 [aka non-BiS] just from doing Hunts and grinding Soldiery. You SHOULD have to actually do content to get gear.
You did, but now you don't, it's called balancing the game before the next patch comes out. You didn't think that UAT/Oil/Sands were going to remain exclusive coil items did you? It was never a reasonable assumption.

Without the HA weapon, you can't reach average item level 110 without the coil ring since there's no alternative second i110 ring.
I can clear Turn 8 no problem but the ring doesn't drop for me. Until the game wants to stop being stubborn, I would never reach i110. There's this big misconception with coil drops. Just because you don't have a certain drop doesn't mean you aren't doing the content. It can also mean that you aren't lucky.
I think I waited over 10 weeks before seeing the pants drop from T8, then another 2 weeks to see the choker and ring as a double drop lol.
In this case, the Noct ring is BiS so.... I don't see what's wrong with having BiS gear.
If it was just for the sake of being iLVL 110, then I think that being unable to equip two rings of the same type shouldn't be an issue- I don't think it makes such a big difference being iLVL 109 or 110: I'd just wait until I drop the second ring from the Second Coil of Bahamut.
However, I can see a few good reasons for asking to remove this restriction.
Coil, Ramuh and Soldiery's ring have different stats but what I wanted to buff just one in particular and 2 out of 3 rings ignored it?

At the moment, I can't maximize my critical hit rate (example) while it would be nice being able to choose the gears that fits better with your play-style. It is what we are currenly doing with our armors from Syrucs Tower and Weathered gear or with the Upgraded soldiery armors and the Second Coils drops - right?
