They won't. Yoshi said there will be a clear ladder to them, and that Allagan will be on top. That's also why they raised Allagan to 95 back then. So you can continue to wish and hope, but not going to happen.

Why? Because SE wants people to do Coil. They know that what happened with hunts likely reduced how many people are doing coil, and that's not something they want. The weapons are there as the prize for people who clear it all.

If you were to ask some of the people who post on this forum, never. Considering many of them feel Coil is too restrictive to ever do.

In the end, that's the point of relics. An alternative. Not an equal alternative of course, but more than good enough if you choose not to do coil.
