Lost Carbuncle in Mor Dhona

Did they speak about this during a live letter or something and I missed it?
For the last few days whenever I've gone to Rev Toll to spend tomes or get my alexandrite daily quest, I've noticed this little Carbuncle sitting on top of the reddish covered wagon near the lala who sells the clear prisms.

I play on Goblin server, but am I the only one who sees this? I can't even click on him so I'm pretty sure he's not a player's pet....

It's just there for a little flavor. There'll occasionally be a Miqo'te Arcanist NPC that will wander out of one of the buildings to search for Ruby, the "Lost Carbuncle." Ruby will disappear when she starts looking. Just one more thing to add "life" too the world around us.

This was added in 2.28 with the previous Revenant's Toll expansion and the improvements to the market area. Ruby can also appear behind one of the counters probably looking for food. Aside from the top of the wagon and there, there're no other places Ruby will appear

.....that actually makes a lot of sense lolz. I've seen that NPC around looking for "Ruby" and i've thought to myself every time "Who the F*** is Ruby?"
I just thought it was weird cuz Carbuncle was just sittin there...staring at me as I walked by like i owed it something...lolz

That's like that Lalafell just outside Revenant's Toll (near the Coerthas zone) that a couple patches ago would say, "Only one way to find out..." when you walked up to him. Ever since 2.2 he's been mining away on the same spot just out of reach, and another NPC is watching him wondering who mines while wearing full plate (even though the mining Lala does not appear to be wearing plate armor).

What is the thing he is trying to find out?!

The "Who mines in plate armor?" is referring to the male on the other side who is ....mining in plate armor. He has his reasons if you talk to him.
