Is it me or does fishing RNG get worse with better stats?

Finally managed to get the Foragers Hat and Rod this week after putting it off for a while, prior to that I had max melded HQ AF on the left side and ilv 70 HQ accessories on the right with max melded gathering and perception. I used to catch star greens all the time silver sovereign HQ's, Gigantshark, Octomammoth, etc now that I've upgraded to Foragers Rod and Hat I hardly ever catch them anymore. I've read in other posts that some people believe that max stats (or perception) can actually decrease the ability to catch rare fish.

Any thoughts about this? It seems strange that I was able to catch 4-6 two star greens per time window and now I can't even get one with maxed stats without food (minus the Supra Rod which I am working towards).

There is a theory that you can have too much perception, leading you to hook bigger fish than you can land.

I will be testing that by using shoes that only have gathering +3 and Crowned Pies, which have no perception.

I upgraded gear and fish started to "get away". Then I upgraded even more and things got better. It seems to me that there can be situations when your perception is too high for gathering to handle.
