Actually, you should be able to use the Aleport ferry (although, it's actually less a ferry and more an instant zone to Aleport) as it has no level restriction - you're probably getting confused with the ferry to Vesper Bay which can't be boarded until you have your airship pass (gained through the level 15 main storyline). The Aleport ferry is boarded at the dock south of the Fisherman's Guild in the Lower Decks. Speak to the lalafell next to the boat and say you want to go Aleport, and you'll be instantly transported there.
